The Public Works Ministry of Chile decided to find a solution to the problem of traffic and smog in the city of Santiago. As an answer to this, Skanska was chosen to design and build a 60.5 km-long highway connecting the north and south areas of the city, made up of three expressways plus two service collector lines per lane, 35 transversal bridges for vehicles, 9 traffic distributors, 22 stations for toll telecollection (with the modern Free Flow system), lighting, service areas and parks. In order to finance this project, the Chilean government granted a 30-year concession to a UTE-group led by Skanska BOT for them to operate and maintain the highway.
